Northrop Grumman Aerospace Sector is seeking an Earned Value Specialist 4 in our Space division for our Redondo Beach, CA facility.

The Earned Value Specialist 4, Program Cost Control Analyst will report to the Earned Value Management Systems (EVMS) team, as a member will be responsible for supporting programs for compliance with EVMS requirements, training and program implementation support.

Essential Functions:

â€Provide direct support to the Program Management Office and Control Account Managers on the planning and implementation of Earned Value Management Systems Processes to ensure compliance across Space Division

â€Earned Value Management Systems liaison with customers, government oversight agencies, and program offices

â€Direct involvement in the streamlining of processes, tools, and best practices

â€Develop and facilitate Earned Value Management Systems training courses for all of the Space Division program personnel

â€Facilitate and conduct internal Earned Value Management Systems compliance reviews on programs in line with a data driven approach to ensure the integration and synchronization of cost and schedule Earned Value Management data

â€Conduct Earned Value Management Systems compliance reviews (Internal Baseline Reviews/Joint Surveillance Reviews) on assigned programs with Defense Contract Management Agency and other government oversight agencies

â€Work closely with cross functional teams and departments to develop close working relationships that foster the sharing of best practices to maintain compliance

â€Assist in deep dives and strike team actions, evaluates program office processes leading to recommendations for implementation of corrective actions

The selected candidate should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, collaborative/team settings across all levels.

Candidate must be self-starter with excellent organization and prioritization skills; and exceptional oral and written communication skills.


Basic Qualifications:

â€Bachelor’s degree plus 10 years business management or project control experience; OR 8 years’ experience with Masters

â€Working knowledge of Microsoft Project and/or Deltek Microframe Project Manager (MPM)

â€Proficiency in MS Office suite (Excel, Word, PowerPoint)

Preferred Qualifications:

â€Knowledge of American National Standards Institute/Electronic; Industries Alliance standards 748 (ANSI EIA 748 Guidelines and Intent Guide Direct experience with DI-MGMT-81650, DI-MGMT-81466(A), and DI-MGMT81861 (current version)

â€Knowledge of Planning & Scheduling Excellence Guide (PASEG), MIL-STD- 881 (current version), Over Target Baseline (OTB) and Over Target Schedule (OTS) Guide, and usage of EVMS Gold and White card

â€Working knowledge of SAP and Business Warehouse (BW)
