Our Program Manager will lead a team of cross functional and technical employees on innovative instructional design concepts and assessment strategies in conjunction with the implementation of new and modernized learning technologies to enhance, sustain and modernize training content. This new and modernized training content will directly support United States Navy accession training while supporting the broader goal of improving Sailors' transfer of training to the operational work environment.
Job Essential Duties and Responsibilities:
1. Manage products to support learning creation and delivery of products in support of the U.S. Navy's 2025 vision for Ready Relevant Learning (RRL) and the conversion of Navy learning.
2. Allocate functional and operational resources to support the Sailor 2025 RRL Content Conversion project team; the US Fleet Forces Command RRL Executive Agent and the Naval Air Warfare Center, Training Systems Division (NAWCTSD) training requirements.
3. Manage the requirements of a Department of Defense (DoD) contract (Navy) by transforming the SOW/PWS into an efficient sustainable organization.
Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
Provide communications both internally and externally regarding program status that includes deliverables, financials and staffing.
Oversee strategic design concepts, criteria and engineering efforts for product research, analysis, development, integration and testing.
Establish milestones and monitors adherence to master plans and schedules, identifies program challenges and obtains solutions.
Serve as primary customer point of contact for all related program activities, cost, schedule, and technical performance.
Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
Participate in the negotiation of contract and contract changes.
1. A minimum of
12 Years of direct relevant experiencewith a Bachelor's degree, in Business Administration discipline or technical field pertaining to Adult Learning and/or Instructional Design; 10 Years with Master's degree in similar field(s).
Proven ability to successfully and ethically lead a diverse and dispersed program team, including sub-contracted partners, while delivering strong program performance.
Operational experience in the areas of; strategic planning and communications; requirements development and analysis; system integration and program management.
Expert in Learning Theory, Design Thinking, Prototyping Learning/Training Solutions.
Proven background in the application of the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model Instructional Systems Design (ISD).
Experience in the design and development of Naval training systems and related content and integration into the Naval Continuous Training Environment (NCTE).
Understand multiple types of product families including Mobile, MRTS 3D®, Virtual Desktop Initiative (VDI), Standalone hardware, and Labs, as related to DoD training and training systems.
Familiarity in Earned Value Management System (EVMS), with experience in its program-based application and execution.
Knowledge in the definition, documentation, management, and application of an effective Quality Control Plan (QCP).
Excellent oral and written English communication skills to effectively interact with direct reports (team members), customers, and vendors.
11.An active/current Secre
t Level Clearance.
Ability to obtain and maintain a Top Secret level security clearance.
Previous U.S. Naval experience directly involved in design, development, fielding and integration of fleet and/or schoolhouse-based naval training.
Experience managing and leading a DoD (Navy) training program, greater than $30M per year.
Familiarity with the concepts and strategies of Department of Navy, Optimized Fleet Response Plan (OFRP) and the CNO's Sailor 2025 Ready Relevant Learning (RRL) transformation initiative.
in execution of Firm-Fixed Price (FFP), Cost-Plus Fixed Fee (CPFF), and other DoD contract types.
