Northrop Grumman Mission Systems is seeking a Subcontracts Manager to join its team of qualified, diverse professionals. The successful applicant will oversee Land Forces and Protective Systems (LF&PS) Operating Unit (OU) Global Supply Chain (GSC) activities within the Missile Defense & Protective Systems (MD&PS) Division. This position is located in Huntsville, AL. The Subcontracts Manager will provide management and oversight of a geographically dispersed team of Subcontracts Administrators in support of program goals and objectives related to U.S. Federal, State and Local Government Programs; Internal Research and Development; and other commercial efforts. Major programs include GCSS-Army (NG PMO in Richmond, VA), AEODRS (NG PMO in Huntsville, AL), and Spider (NG PMO in Redondo Beach, CA).
Responsibilities include achieving financial and operational objectives; maintaining relationships with Contracts, Program Management, Engineering and Mission Assurance leadership; supporting Program activities; and enforcing sector policies, procedures and overall governance. The successful candidate will support activities such as development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services; preparation of bid packages, analysis and evaluation of proposals, negotiation and award of subcontracts; and post-award subcontract administration including additions, deletions, or modifications to subcontracts. Additional responsibilities include identifying, mitigating, and resolving execution risks and issues; monitoring supplier performance and implementing corrective actions as required.
BS/BA degree, with 10 years of U.S. Government Procurement/Supply Chain related experience or a MasterÃ¢â¬â¢s degree with 8 yearsÃ¢â¬â¢ experience in similar arena.
3 years of experience managing personnel
Proven leadership and analytical skills with the ability to apply sound judgment to problem solving and strategic decision making in a fast-paced environment
Demonstrated knowledge and understanding of Federal Government acquisition regulations and statutes, supply chain best practices, broad proposal experience to include source selection and teaming, SOW review, proposal review and evaluation, price/cost analysis, and subcontract file due diligence requirements.
Experience managing a geographically dispersed workforce with heavy workloads on large dynamic programs.
Strong knowledge of SAP, NG Command Media, PLSC, Open Text, and SAMS
Experience with State and Local Government acquisitions
Experience with robotics acquisitions
