Northrop Grumman Mission Systems is seeking a Program Manager 3 to join our qualified, diverse individuals within the MS Engineering, Sciences and Technology business unit. This position will be located in San Diego, CA.
Roles and responsibilities:
Position will be responsible for management and leadership over a portfolio of Research and Development tasks in the area of Advanced Communications. Additionally, the candidate will be responsible for portfolio growth and capture to include leading business development initiatives for new projects primarily with Science and Technology customers within the DoD.
Job position is responsible for interfacing with internal business and technical leadership to develop and organize new concepts and applications of technology and socialize with customer community to develop and shape new program opportunities.
Individual will lead all phases of programs from inception through capture, execution, and transition to production. Responsible for management of associated NCTA funding in support of program captures as well as technology development in the form of IRAD.
Applicant should have experience with management of cost, schedule and technical performance of programs.
Able to establish milestones and monitor adherence to master plans and schedules, identify program problems and obtain solutions such as allocation of resources or changing the contractual specifications.
Experience with preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Able to support the negotiation of contract and contract changes.
BachelorÃ¢â¬â¢s degree in Electrical Engineering or a closely related technical or science curriculum
12 years of work experience in a related technical field for the Aerospace/Defense or Intelligence communities with at least 3 years management experience
Proposal Management experience
Earned Value Management experience
Strong group leadership skills, managing teams of engineers and technical managers
Demonstrated ability to build and maintain strong customer relationships
Current Secret clearance with ability and willingness to obtain Top Secret and SCI clearances
MasterÃ¢â¬â¢s Degree in Electrical Engineering with specific study experience in the field of Communications Theory
PhD in Electrical Engineering with specific study experience in the field of Communications Theory
Subject matter expertise in as many of the following as possible:
Mobile Ad Hoc Networks
Software Defined Radios
Five or more years in a management position
Prior experience managing a CRAD activity in the area of communications with Science and Technology DoD customers such as DARPA.
Strong understanding of current market and emerging trends for Low Observable communications solutions
Active TS/SCI clearance
