Job Description :
Candidate will be first line leader of the Anti Submarine Warfare (ASW) Aviation and Acoustic Sensors program suites. Managing a team of five employees, located in Owego, NY, Syracuse, NY, and Greenville, SC. Responsibilities also include being the lead Subcontract Program Manager (SPM) for the P3 Germany program in Owego, NY. Candidate will be responsible for leading a variety of procurement / technical subcontract related activities to major subcontracts and complex/critical procurements. This includes managing numerous subcontracts in various stages from proposal through execution and close out. Will be responsible to the program for all subcontractor and procurement activities on the programs, including Control Account Manager responsibilities. These activities include: leading the subcontract management team to develop Statements of Work, interfacing with our Tech Ops team on technical requirements, attending proposal and performance meetings, coordinating subcontractor calls, coordinating and completing fact finding, cost and price analysis, and negotiations, working with Material Cost Estimating to ensure pricing of program Bills of Materials (BOM) are completed in support of proposal pricing and executive reviews, developing Sourcing labor Basis of Estimates for proposal pricing. Work closely with the program management team to coordinate requirements releases, execute placements of subcontracts, and track the completion of subcontractor tasks, milestones, and processing of payments. Knowledge and ability to understand and comply with LM Acquisition Procedures (LMAP) as well as FAR regulations as applicable.

-Previous experience working with large subcontracts and/or complex procurements.
-Working knowledge of government terms and conditions.
-Experience with LMAP/FAR and various contract types.
-Proactive engagement and communication with management and across the program team.
-Drive closure of actions in other functions required to complete sourcing tasks or for the subcontractor to meet contract commitments.
-Requires excellent organizational skills and problem-solving skills.
-Ability to interface with suppliers, internal customers, and external customers.
-Ability to lead a Subcontract Management Team.
-Willingness to travel, as required.
-Demonstrated learning agility.
-Familiarity with LM P2P.
-Ability to decompose and analyze supplier proposals.
-Program Management skills.
-Capable of developing procurement and negotiation strategies, summarizing and presenting to management.
-Experience with proposals.
