Northrop Grumman Mission Systems (NGMS) sector is seeking an F-35 CNI (Communications, Navigation and Identification) Production Non-Recurring (PNR) Program Manager (PM) to join our team of qualified, diverse individuals. This position will be located in San Diego, CA. Join the men and women of the Northrop Grumman Mission Systems in meeting the largest, most complex systems challenges imaginable for government, military and business.

The PNR PM will support the Program Director in the execution of a portfolio of Low-Rate Initial Production (LRIP) Special Test Equipment (STE) and Special Tooling (ST) programs for F-35 CNI products. This position will be accountable for meeting on-time delivery performance of STE/ST to satisfy production capacity requirements, achieving established financial and earned value objectives and working in partnership with production product managers, Global Supply Chain Management (GSCM) and other key stakeholders.

Roles and Responsibilities:

The PM position will assist in executing PNR contracts for the F-35 CNI product lines and lead process improvement initiatives that have direct effect on overall program performance. This individual should possess leadership and team building capabilities and have strong interpersonal skills. Must possess solid organization abilities and be a motivated, flexible team player. Some travel may be required.

The Program Manager Key areas of responsibility include:

Manage and lead development of new tools and procedures that improve efficiencies and increase manufacturing capacity

Utilize Integrated Master Schedule (IMS) to accomplish prescribed tasks and identify performance issues, including root cause/corrective action implementation

Coordinate with production PMs and line supervision to set repair priorities

Coordinate with engineering and programs to manage hardware life cycle impacts, enabling configuration tracking and upgrade requirements

Manage a team of Project Managers, Control Account Managers (CAMs) and Suppliers in the execution of the Program requirements

Understand and develop earned value metrics for weekly and monthly reports to management

Partner with Global Supply Chain and Subcontracts organizations for establishing and managing supplier contracts

Manage proposal efforts for future contracts including proposal generation, fact finding and negotiations

Coordinate trade studies for parts obsolescence for customer and internal management reviews

Basic Qualifications:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

BSEE, BSIE, BSME, BS MGR, or Science, Technology, Engineering, or Mathematics (STEM) and 10 years of relevant experience

Experience and understanding of modern electronic manufacturing processes and operations

Experience in developing new processes and procedures to improve production workflow

EVMS Experience

Must have, or be able to obtain a Secret Clearance

Preferred Qualifications:

Candidates with these desired skills will be given preferential consideration:

Understanding of Digital and RF radio products †(transmitters, receivers, amplifiers, pre selectors, antennas, and interfaces), including testing/screening and troubleshooting operations

Experience/familiarity with CNI hardware products is a plus

Experience managing subcontractors

PMP desired
